I have to acknowledge your letter of 7th inst and would suggest that Earl Granville's consent to the appointment of H.M. Consuls in China to be Emigration Agents at their respective Ports should be communicated to the Governor of Hongkong.
E. When the proposed Emigration Ordinance has been passed
and approved by Her Majesty, the Consuls should, I presume, be appointed Emigration Agents by
